About Us

An unwavering focus on providing quality service and developing loyal clients has been the cornerstone of Chula Vista Electric since we started doing business in 1925. While keeping up with changing technology, our “family-focused” values and mission have remained the same.

Chula Vista Electric is an International Brotherhood of Electrical Workers (IBEW) contractor and a member of the National Electrical Contractors Association (NECA) and the U.S. Green Building Council (USGBC). All our journeymen and foremen are required to complete 18 hours per year of continuing education annually, and we participate in the drug-free workplace program.

Mission Statement

It is Chula Vista Electric Co.’s mission to provide electrical design, construction, testing and maintenance services for our customers. We will provide these services with personnel who act honestly and with integrity, while delivering quality workmanship in a safe environment. Chula Vista Electric Co. also seeks to promote teamwork and education while providing the best possible job at competitive prices.

Our Team

Chula Vista Electric boasts a team of professionals that is unmatched in our industry. With an average length of employment of 20 years, it’s clear that while our biggest focus is on developing long-term customer relationships, we’ve also developed a loyal team of employees.

Robert A. Friar, Owner

Bob has spent practically his entire career at Chula Vista Electric, starting his first day there as an apprentice electrician in 1967. After a brief tenure elsewhere, he returned in 1971 as a journeyman wireman, and began ascending the “corporate ladder.” Bob became a foreman in 1974 and a project manager in the late ‘80s; in 1992, he bought the company with three other co-owners.

In 2008, Bob became Chula Vista Electric’s sole owner, and he’s delighted to remain involved with customers by performing estimates and serving in a project management capacity in addition to fulfilling his corporate responsibilities. Bob never asks employees to do something he wouldn’t do, and his open-door management style promotes a family feel at the company that’s led to unique rapport among team members.

Bob is active in the industry and community. He’s served on the Board of Directors of NECA-San Diego for eight years and as a management trustee of the San Diego Electrical Industry Pension Trust for 15 years, and served as a member of Chula Vista’s Climate Change Working Group.

Bob Friar Jr., Owner

Bob pretty much grew up at the company his father now owns. Following in his father’s footsteps, his career started in 1986 as an apprentice wireman. He joined the CVE team in 1992 as a journeyman wireman and was soon promoted to foreman, a position that saw him travel to complete special projects in multiple states and South America. In 2000, he took the reins as superintendent, overseeing and scheduling crews as well as estimating. In 2010, after 18 years with the company, he became its vice president. He enjoys running the company alongside his father as well as working with his customers and the CVE team.

Bob is a California state-certified electrician, an NCSCB-certified cable splicer (one of the first 100 in the country to be nationally certified), and is certified by both 3M and Raychem for cable splicing and terminations. In addition, he’s a certified Leviton voice and data fiber installer and has earned certifications from AVO and SDG&E in cable testing and faultfinding, OSHA 10, confined space and San Diego Electrical Training Center (SDETT) hands-on solar training.

Believing in doing things for the “good of the industry,” Bob has served as an instructor at the SDETT and as a Board member for ASA, and he’s currently on the Board of Directors of the National Electrical Contractors Association-San Diego.

James Sandstrom, CFO

Jim has provided financial oversight as Chula Vista Electric’s CFO since 1992. His areas of expertise include accounting, job costing, financial statement preparation, insurance and bonding. Jim graduated from San Diego State University with a bachelor of science degree in accounting.

Larry N. James, P.E., Project Manager

Larry is responsible for designing and supervising electrical construction projects as well as estimating costs, negotiating with subcontractors, and procuring equipment. He began his career in 1979, and he has been at Chula Vista Electric since 1990. Larry received his Registered Professional Electrical Engineer designation in 1984 and he’s been a Certified Cogeneration Professional since 1987. He’s been a member of IEEE since 1981. Served as a member of Chula Vista's climate change group.

Sam Padilla, Project Manager/Estimator

A California native, Sam graduated from Grossmont Community College with an A.S. in telecommunications/TV production. He’s a California-certified General Electrician with 34 years of construction experience working alongside other trades. Sam spent his first four years of apprenticeship working in residential and small commercial projects. He worked his way through Journeyman and General Foremen, and eventually became Project Manager for a well-known San Diego electrical contractor. Sam has been a valuable member of Chula Vista Electric’s capable staff since 2012.

Sam Cain, Technology Project Manager

Sam began his career in communication systems engineering and design in 1963. He joined Chula Vista Electric in 2006, and is responsible for estimating, material procurement, and managing multiple large accounts as a field operations supervisor. He has earned certification from Krone ADC, Corning, Leviton, Sumitomo Fiber and Berktek-Ortronics.

John Vickery, Project Manager

John has more than 25 years of industry experience as a California state certified electrician, which he uses to handle responsibilities that include business development, project management, estimating, operations management and IT management. He’s certified as a high voltage splicer and has also been certified by Leviton, Molex, Mohawk, Amp and 3M. Additionally, John is a Registered Facilities Communications Designer, Certified instructor, Graduate of the National Training institute & University of Tennessee, Knoxville.

Don Leavitt, Project Manager

Don began his career as an electrician in 1980, and his experience since then has included installation, testing, and managing many basic and complex projects. Don is a California state certified electrician and he’s been a valued member of the Chula Vista Electric team since 1982. His current duties include business development, estimating, contract negotiations, personnel management, and project management. Don has extensive experience in the health care field, and his industrial background includes projects for companies including Sony Corporation, Kyocera, Cal Peak and EBASCO.

Allan Chuppa, Shop Superintendent

Allan has more than 20 years of experience as an electrician, 16 of those with Chula Vista Electric. His current responsibilities include managing personnel and estimating. Allan is a California state certified electrician; he’s also earned Cal CTP state lighting certification and is certified in Elastimold and Raychem medium voltage terminations. His experience includes working as general foreman at Cal Peak Enterprise 49 megawatt power plant and Niland gas turbine 90 megawatt power plant.
